Recommendation

That Cabinet:
1. Consider the review groups' findings in relation to the Detailed Business Case
2. Support the recommendations set out in the report.

Decision

i) To thank Scrutiny for producing a valuable and detailed report.
ii) To approve the proposed response to the Member Led Review on the LGSS Business Case, as set out in Section 2 of this report.

Reason / options considered

In terms of the recommendations put forward in the main report on LGSS, while scrutiny fully supported the business case, one of the key issues highlighted by the chairman of scrutiny as part of his oral presentation was the need for vigorous governance. To further to this,  the point was stressed that  Cabinet should be kept not only informed on a regular basis when key milestones were reached, but that its specific approval should still be required to proceed. In addition, where major changes were proposed such as in scope services or to allow further local organisations to join LGSS, these should remain Cabinet decisions.
