In order to build the Guided Busway the County Council had to be granted powers by the Government.

To get these powers, the Council applied under the Transport and Works Act.

The Council submitted its application on 19th February 2004.

A revised Draft Order was submitted on 18th March 2005 including the modifications which were submitted to the Public Inquiry.
