Cambridgeshire County Council (CCC) is no different from any other Local Authority in their obligation to work within the confines of the law, and also in their benefiting from the framework which law lends to Traveller Liaison.
The types of legislation which effect Traveller Liaison include the following:
· Guidelines issued by the Office of the Deputy Prime Minister (ODPM),
· The regulations in Planning Circulars (1/94 and 2004),
· The legality of The Human Rights Act 1998, The Race Relations (Amendment) Act 2000, The Criminal Justice and Public Order Act 1994 and The Highways Act 1980.
This legislation ensures that situations are handled effectively and fairly by Local Authorities. The legal system (usually going through the County Courts) is such that dealing with unauthorized encampments can take time, especially where there are issues of welfare or land ownership.
For more information about this process, please refer to: the advice leaflets on managing unauthorised encampments (especially that for Landowners); the Managing Unauthorised Encampments Officer Protocol; the Police/ LA Protocol or ask the Traveller Liaison Officer.
