Chief Executive 2011-12

The Chief Executive Mark Lloyd was appointed in March 2008. As Chief Executive, Mark is the principal policy adviser to the 69 County Councillors and the statutory Head of Paid Service accountable for the Council's half a billion pound budget as well as the work of around 18,000 employees across the Council and Cambridgeshire schools who deliver a wide range of services to the community.

The role of Chief Executive is a permanent appointment which requires the approval of the Full County Council following the recommendation of a candidate for the role by the cross-party Appointments Committee. Whilst employed as the Chief Executive, Mark is unable to undertake other paid employment and is required to devote his whole time service to the Council, meaning that the Chief Executive is expected to work such hours as are necessary to ensure the job gets done. This routinely involves working evenings and weekends as well as the standard Monday to Friday business week. The postholder is ‘on call’ at all other times, particularly to cover civil contingency and emergency management requirements. No extra payments are made for such extended hours.

The postholder is subject to a formal annual appraisal and review by the Leader of the Council, on behalf of all 69 County Councillors to whom the Chief Executive is accountable.

The Chief Executive receives a salary of £195,966 with no supplementary income or bonuses. However, from 1st July 2011, Mark Lloyd has taken a 5% voluntary reduction in salary and will receive £186,167.70 after the reduction. The postholder is entitled to 30 days' annual leave.

The Chief Executive pays 7.5 per cent of his salary into the Local Government Pension scheme. The Council makes an employer’s contribution of 19 per cent into the scheme. The Local Government Pension Scheme is a contributory scheme; this means employees contribute to the scheme from their own salary.

The postholder is able to reclaim a restricted range of legitimate business expenses, including business travel. None of this reimbursement is for profit and evidence of the expense and why it was necessary must be provided before any payment is made.

Where amounts are listed for the cost of providing individuals with a meal, they do not include the price of beverages containing alcohol. The costs of any such beverages are paid for by the Chief Executive himself and not the County Council.
