The overriding aim of the Model of Staged Intervention (MOSI) is to ensure children’s needs are met at the earliest opportunity and where a child’s needs require a more urgent response, then this is provided in a timely and swift manner by high quality services. It is a framework designed to develop a common understanding of Children’s needs, and the roles/responsibilities of services. There are four component parts to the framework document:
- Description of level of need, there are 5 levels that allow services to be clear on what should be provided at each level.
- Practitioners’ tool, a guide to assist Practitioners to understand where a Child’s needs fit with the hierarchy of need.
- Service Templates, completed by each agency to show what is available to meet the levels of need.
- Legislative Framework
The model of staged intervention was developed in consultation with OCYPS (Office of Children and Young People's Services) staff and partners.
The framework document aims to develop a shared understanding of the language used to describe roles, responsibilities and decisions regarding allocation of resources against assessed needs of children and young people. The purpose of developing such an approach was to establish levels of responsibility of each service and, by so doing, ensure multi agency and service linkages of the highest quality.
