The county is required by regional planning guidance to accommodate a minimum of 4,000 new homes a year to 2016 equating to 57,400 in total.

This change will put pressure on essential services, such as schools, libraries, roads, waste and homecare as well as the long-term infrastructure development.

This requires an ambitious programme to develop the property assets to ensure delivery of services.
