The Services Appeals Committee process
Q. My application for transport has been refused, can I appeal?
Yes. There is a right of appeal to the Services Appeals Committee (SAC) if you are refused home to school / college transport. The SAC comprises of three County Councillors who will hear your case and that of the local authority. They will decide whether to grant your appeal.
There are two grounds on which the SAC can allow an appeal:
1. that the local authority has not applied its Home to School / College Transport Policy correctly
2. that there are compelling grounds to justify making an exception to the terms of the Home to School / College Transport Policy

IMPORTANT please note: if a pupil is under 16 years of age, the right of appeal can only be exercised by a parent. If a pupil is 16 or 17 years old, the parent or pupil can exercise the right of appeal. If a pupil is 18 years old, the pupil alone has the right.
