What is a Personal Education Plan?

The Personal Education Plan (PEP) is designed to be completed at a meeting. The people who should be present at that meeting are carers, social worker and the designated teacher for the young person in public care. A young person should be a part of their education planning, either at the meeting itself or through discussions outside the meeting.

Do we need another plan?

The Personal Education Plan is part of the overall care plan but deals with the specific needs related to education.

When should a Personal Education Plan be completed or reviewed? 

  • Within 20 days of a child becoming looked after.
  • When a child moves to a new foster placement or a new school.
  • It should be reviewed 6 monthly in line with the child care review.

Every looked after child and young person needs a Personal Education Plan which

  • communicates to young people that their education is a priority
  • provides essential information for schools and carers
  • encourages dialogue between social workers, carers and schools.
  • Provides a framework to ensure any additional support is put in place


In addition, the PEP

  • ensures access to services and support
  • contributes to stability
  • minimises disruption and broken schooling
  • identifies developmental and educational needs
  • acts as a record of achievement
  • establishes short-term targets and long term plans and aspirations
  • sets timescales for action and review
