Primary Capital Programme: A Strategy for Change

The government is committed to a programme of capital investment in primary schools targeted at areas most in need and at school buildings in the worst physical condition. The 14-year programme sets out ambitious targets and is expected to support the national Children’s Plan in the local delivery of children’s services.

In Cambridgeshire we are charged by the Department of Children, Schools and Families (DCSF) to improve 50% of primary school buildings in the worst physical condition. Cambridgeshire’s funding allocation is £4.96m for 2009-10 and £7.34m for 2010-11 and is then likely to be £4-5m each year. Funding to local authorities is dependent upon government approval of a Primary Strategy for Change reflecting local needs and aspirations and demonstrating how capital investment will support educational transformation to improve outcomes for all primary age children attending maintained schools.

We consulted a wide range of stakeholders to inform our Primary Strategy for Change, which has been endorsed by Cambridgeshire Primary Headteachers and local Diocesan authorities as well as by the County Council.

The final version of the Strategy, as submitted to DCSF on 16 June 2008, is available to download on the right hand side.

Feedback from DCSF on the strengths and weaknesses of our Strategy, and news as to whether or not it is approved, is expected by the end of September 2008.
