At the meeting of the County Council’s Cabinet on 26 September 2006, when the Cabinet approved the publication of the Plan for public consultation, there were a number of petitioners and speakers on this item.
In response there was an undertaking that Officers would reply to the points raised by speaker and petitioners, this is attached. In some instances petitioners and speakers raised the same points, the response is therefore topic led, with the relevant speaker and petitioner who raised the points referenced below.

The County Council (as Waste Disposal Authority) has a duty to provide recycling centres for the public to use. Over the coming years a number of temporary facilities will close, at a time when significant growth will be taking place.
The Waste Disposal Authority has to consider the location and design of new Household Waste Recycling Centres (HWRCs), having regard to population and geographical coverage. A draft HWRC Strategy is emerging, and has been taken into account in the Minerals and Waste Plan (see attached position statement and illustrative material).

One of the site specific proposals that has prompted interest from local communities is the possible relocation of the Milton Waste Water Treatment Works. This Plan identifies Honey Hill, Fen Ditton / Horningsea as the preferred option for the relocation of the Works.
