Who is responsible for fly-tipping that occurs on public property (including public highways, footpaths, rights of way, etc.)?

Answer:

In most cases the district/city council has the major responsibility, including responsibility for abandoned cars, tyres etc. They have to arrange collection and removal and the County Council has to pay for disposal costs for public land dumping.
