Library Services: developing our approach for the future
Review of Library Service - Public Library Consultation
The public consultation closed on 15 February, the results of the consultation are available below:
In February and March 2015, we asked you what you thought about the County Council's strategy: "Library Services in Cambridgeshire: Developing Our Approach for the Future". This strategy identified four key themes that are shaping the development of the service. These are
- Building community resilience
- Enabling more than delivering
- Maximising the use of our assets
- Supporting the "Digital First" agenda.
The Council had planned to have to save £41 million next year but recent Government announcements now mean the Council has to find an extra £5-£11million, depending on Council Tax. Since 2012, the Library Service has saved £2.5million and now needs to save a further £0.5million. Previously, savings have been made from back office support, management costs, a more self-service approach, some service reductions and other efficiencies across the service. For each of the 2016/17 proposals we have sought to:
- Continue to enable the four key themes of our long term strategy
- Minimise the adverse impact on library customers
- Maintain the ability for partners to deliver services from our larger libraries
- Maximise the opportunity to generate income
Proposals include a combination of reducing opening hours at larger libraries, reducing management and professional staff and spending less on new library stock. Other options are still being discussed by the Council (in particular, budget proposals for the Mobile Library Service). Although current options do not include transferring the running of any of the 32 libraries to the community this may still be an option the following year when further savings are needed. We will consult on any future proposals in due course.

The Stakeholder consultation period has now closed. Thank you to all those who responded. The findings of stakeholder consultation and the proposed Central Library Enterprise Centre, were discussed at the Highways and Community Infrastructure Committee meeting on 2 June.
