A key holder is a person who has a key to access the home of a person who is frail, disabled or otherwise could be at risk, for example - of falling.
When the elderly or disabled person uses their Emergency Alarm Button to call for help, the agency receiving that call will contact one of the named key holders for the property in order that they attend and investigate the cause for concern. Key holders will thus usually live close to the vulnerable individual.
