What is the Local Transport Plan?

The Cambridgeshire Local Transport Plan (LTP) sets out how we will spend Government capital funding allocated to us for transport. There have to date been three Cambridgeshire Local Transport Plans. The current LTP covers the period between 2006/07 and  2010/11.

Cambridgeshire LTP 2006-2011 (LTP2)
The Local Transport Plan 2006-11 (LTP2) for Cambridgeshire sets out how we will spend Government capital funding allocated to us for transport, and how this will enable us to meet local and national targets. LTP2 is not a bidding document; the strategy, targets and programme are based on ‘planning guidelines’ that Government have given us, which indicate likely levels of funding in the period until 2010/11.

The strategy contained in the LTP2 details the areas of focus for our Government-funded transport programme, and the tools that we will use to focus our transport programme.  The LTP includes a detailed transport programme of schemes to improve transport facilities, reduce road accident casualties, and provide some of the additional capacity for travel in Cambridgeshire that will be required to cater for the growth the County is experiencing.  The LTP also sets challenging targets, so we can measure the effectiveness of our programme in meeting national and local objectives.

LTP2 and the Growth Agenda

LTP2 only deals with Government funding, and does not fully address the Growth Agenda in Cambridgeshire, and the need to provide for the transport demand of new development that is set out in national, regional and local planning policy. The strategy and programme in LTP2 therefore only form a part of our Long Term Transport Strategy (LTTS). The LTTS links the LTP2 programme more fully to the Growth Agenda, and sets out the much larger overall programme of funding that will be required to deal with the transport demand of new development in an integrated and sustainable manner.

Previous Cambridgeshire LTPs

Cambridgeshire LTP 2001-2006

Our first Local Transport Plan was submitted to Government in July 2000, and covered the period 2001-2006.

Cambridgeshire LTP 2004-2011 (interim LTP1)

In July 2003, we submitted a replacement LTP covering the period 2004-2011. This was produced early because of the speed at which the County is changing. In particular, the Cambridgeshire and Peterborough Structure Plan 2003 identified the need for an additional 60,000 houses in Cambridgeshire by 2016, making the County the fastest growing in the country. While this LTP set out the transport needs of the County and was integrated fully into the planning process,changes to LTP guidance necessiated its replacement by a new LTP, covering the period 2006-2011.

LTP Annual Progress Reports

To monitor how well we are doing on achieving LTP objectives, each year we submit an LTP Annual Progress Report (APR) to the Government. This describes how we have spent the money we have been allocated, what schemes have been delivered and how well we are progressing towards our targets.

We have produced five Annual Progress Reports to date, detailing progress on the delivery of the programme and targets included in our LTP 2001-2006 and LTP 2004-2011. The latest of these was submitted to Government in July 2005.

LTP1 Delivery Report
In July 2006 we submitted to Government an LTP1 Delivery Report.  This detailed the impact of our transport programme over the 2001-2006 period, and in particular, our success in meeting the targets that were set when the LTP1 was first adopted.
