Not necessarily, and definitely not before real transport alternatives are in place and available during any charging periods.
If there was to be a congestion charge – and we would consider that only as a last resort and after attractive alternatives have been put in place for reducing congestion – we would only want to operate it at the times and in the places where congestion is worst. Work we have carried out shows that a charge for two hours in the morning rush hour, Monday to Friday, say from 7.30-9.30 am would tackle congestion over the whole day. Such a scheme could cost between £3 and £5 a day and cars travelling into, out of, or within the congestion zone would be charged only once a day.
We would make sure that people had real alternatives to using their car such as better bus services, new trains and improved cycling and walking facilities. We would increase the number of spaces at our Park and Ride sites and make sure they are all located outside any charging zone.
We believe that our overall vision for improving public transport and making people less reliant on their cars is the right one and that it will gain widespread support.
Equally, we know that any congestion charging scheme will have its critics. That is why we want to hear from you.
