Those children with a statement of special educational needs or Education, Health and Care Plan that does not name the school will be referred to Statutory Assessment Team (S.A.T.) to determine an appropriate place.

- Children who appear to the Admission Authority to have been in state care outside of England and ceased to be in state care as a result of being adopted;
