If your application is unsuccessful you can appeal the decision if you feel it does not reflect your current level of mobility.
How to appeal
If you wish to appeal you need to
- notify the County Council in writing within 1 month of the date of your refusal letter.
- provide additional medical/supporting evidence to that made available at your initial application, which indicates both the severity and permanent nature of your disability as well as the effect it has on your mobility

Any additional evidence that you gather should be current and relevant to the eligibility criteria of the scheme.
Please note that the emphasis at appeal stage is on you to provide additional supporting information and not on the council to gather this on your behalf.
Once the council has received your appeal it will write to you to invite you to an Appeals Mobility Assessment (if not already attended). This will be carried out by an independent healthcare professional. The assessment is likely to focus on walking distances, your mobility impairment and other criteria defined by legislation.
Following the independent mobility assessment a recommendation is made by the assessor as to whether your condition appears to meet the eligibility criteria to be awarded a Blue Badge. Where a recommendation is that your condition does not meet the required criteria, no further review will take place, and we will write to you within five working days to advise of the fact that you remain ineligible for the scheme at this time.
Where a recommendation is received from the independent mobility assessor that your condition does appear to meet the required criteria, the council will further review your case based on the eligibility criteria outlined by the Department of Transport, the information on your initial form, the assessment, and any new evidence you supply to support your appeal. It is important that details and information about your mobility is clear and informative.
The council will normally let you have a decision within 1 month of receiving your appeal, but this may be longer if the council needs further evidence of your condition.
If, as a result of the appeal, you are approved for a Blue Badge the Council will send you a confirmation letter. If you are refused we will write to you giving you the full reasons for the decision.
Right to reapply
You may apply again within a 6 month period if your personal circumstances change with regard to your disability or you become eligible under the automatic criteria for the scheme.
