Scoping Consultation and Call for Sites August 2026

Regulation 45 scoping consultation: minerals and waste plan document Town and Country Planning (Local Planning) (England) Regulations 2026

Cambridgeshire County Council and Peterborough City Council are working jointly to prepare a new Minerals and Waste Local Plan for Cambridgeshire and Peterborough. This will replace the current plan which was adopted in July 2021. We would like your views on what a new Minerals and Waste Plan should contain and how we should engage with you as we prepare the plan.

The current Minerals and Waste Local Plan was adopted by the Councils during July 2021. It sits alongside the Local Plans prepared by the city and district councils in Cambridgeshire and Peterborough. Together, the policies in these plans, and other supporting documents such as masterplans and design guides, are used by the relevant planning authorities to make planning decisions, guiding where future developments should be located.

A scoping consultation document and draft engagement strategy have been published below. We welcome your comments during the consultation period.

A call for sites is being run alongside the scoping consultation. Operators and developers are encouraged to submit potential future minerals and waste sites for consideration for inclusion within the new plan. Submitted proposals will be assessed using the Proposed Site Assessment and Selection Methodology. Comments are also invited on the Proposed Site Assessment and Selection Methodology and the Cross Border Issues paper.

The public consultation runs from Monday 3 August 2026 to Monday 12 October 2026.

All consultation responses will be summarised and that summary will be published in the future. We will report the number of responses, and if they came from individuals or organisations.

Please note that each comment and the name of the person / organisation who made the comment will be published on our website. Comments will not be confidential.

We will not include your email address or other contact details of respondents in the summary. We will hold all consultation responses in accordance with our privacy notice.

Minerals and Waste Timetable

The Minerals and Waste timetable sets out the schedule on which the plan is prepared. It is not a static document and is updated from time to time. Government guidance requires the Council to keep a record of the timetable. Updated versions will be published on this page.

Notice of intention to commence plan making

Regulation 44 of the Town and Country Planning (Local Planning) (England) Regulations 2026 requires the Council to publish a notice of intention to commence minerals and waste plan document preparation.

As of Monday 3 August 2026, Cambridgeshire County Council and Peterborough City Council hereby give notice of their intention to commence preparation of the minerals and waste plan document, called the Cambridgeshire and Peterborough Minerals and Waste Plan. This plan will replace the existing Cambridgeshire and Peterborough Minerals and Waste Local Plan (2021). It will cover the area of County of Cambridgeshire and City of Peterborough.
