Economic Strategy 2026-2028

Good work. Good places. Good growth.

These three themes define our new Economic Strategy and reflect our commitment to meeting the needs of Cambridgeshire’s residents - today and for generations to come. They also echo our Strategic Ambitions: to support a green and sustainable county, enable full and healthy lives for all, and champion fairness and opportunity wherever possible.

Cambridgeshire is home to a vibrant, diverse and internationally recognised economy. But we also know that not everyone experiences its benefits equally. As a County Council, we see first‑hand how unmanaged or uneven growth can leave some communities behind - not only in terms of employment and income, but in health, wellbeing and life chances.

Why we need an Economic Strategy now

As a major organisation with wide-reaching responsibilities, the County Council plays a central role in shaping the local economy. We have powerful levers , from service design and procurement to our partnerships, land, assets and investments, that can influence how growth happens, who benefits and how resilient our communities are to future challenges.

Our Strategic Framework 2026–2029 sets a clear vision for a healthy, fair and sustainable Cambridgeshire. This Economic Strategy and Action Plan puts that vision into action. It provides a focused, evidence‑led approach to enabling sustainable and inclusive economic growth that reflects the diverse needs of our communities. It ensures the Council can shape key decisions, strengthen local governance, and embed robust, evidence‑driven economic development approaches that will benefit future organisations.

Our purchasing power enables means we actively strengthen the local economy and support our communities.

We embed social value at every stage by promoting “good work”: employment that strengthens growth, boosts wellbeing, and builds resilience and social inclusion.

As a major local employer, we actively develop the skills of our workforce.

By collaborating with others who share our ambitions, we strengthen skills development and help build a more resilient local labour market.

Our pension fund also provides a powerful lever for action – allowing us to invest in local infrastructure that supports sustainable growth.

We use our extensive portfolio of land, assets and buildings to create benefits for communities – from generating “good work” to reducing economic inactivity.

Our county farm estate is a major lever for action; we manage it strategically to drive inclusive, sustainable growth and support local enterprise.

By aligning economic action with priorities across transport, health, environment, skills, digital inclusion and community wellbeing, we can maximise the wider benefits of growth—reducing demand for public services, increasing access to good work, and improving quality of life across Cambridgeshire.

How we will deliver our ambitions

Our Action Plan sets out 20 focused, practical actions that will turn our ambitions for good work, good places and good growth into reality. Designed to support a fair, sustainable and resilient Cambridgeshire, the plan brings together the full range of the Council’s roles to help ensure that the benefits of growth are shared widely across all our communities. Each action is supported by clear outcomes, deadlines and accountability, providing a transparent roadmap for how we will deliver meaningful change between now and 2028. We will report progress annually, providing transparency, accountability and the flexibility to adapt to new challenges through a refreshed action plan each year.
