Additional grant funding awarded for drug and alcohol treatment services in Cambridgeshire

Councillors have agreed to award additional grant funding for the provision of drug and alcohol treatment services in Cambridgeshire.

The additional funding, which was approved by the council’s Adults and Health Committee at a meeting today (Thursday 5 March), will provide the opportunity to further develop drug and alcohol services and improve health outcomes for those experiencing substance dependency.

It comes as a result of Cambridgeshire County Council receiving an uplift in national grant funding over the next three years as part of the National Drug Strategy.

Drug and alcohol prevention, treatment and recovery services for Cambridgeshire are currently funded from the county council’s Public Health Grant, along with annual grant funding received from the Government as part of the National Drug Strategy and local external grant funding from the Office of the Police and Crime Commissioner and the East of England Probation Service.

In December 2025, the Government confirmed the continuation of the national grant funding, with an uplift for local authorities who had previously received lower allocations.

The uplifted grant funding for Cambridgeshire will be key in continuing to drive improvements in the drug and alcohol treatment service, improving access to treatment and delivering personalised care in local communities, for the benefit of service users and their families.

The provision of drug and alcohol treatment services is a mandatory Public Health function for local authorities.

In June 2025, members of the council’s Adults and Health Committee approved the re-commissioning of the adult Drug and Alcohol Treatment and Recovery Service, and following a competitive procurement process, the contract was awarded to Change Grow Live (CGL), who are the current adult treatment service provider. The new contract will commence on 1 April 2026 and will now have a total value of up to £52,811,677 over seven years.

Change Grow Live will continue to provide specialist drug and alcohol treatment for adults aged 18 years and above in Cambridgeshire, including the delivery of personalised, structured treatment to address dependency, reduce harm, and support sustainable recovery including access to employment and volunteering opportunities.

“This service plays a key role in reducing health inequalities by providing innovative and community-led treatment approaches for those impacted by alcohol and drug use, to help them get the support they need to recover.

“Awarding the additional grant funding to Change Grow Live will ensure that Cambridgeshire residents who rely on their services continue to receive the vital support and treatment they need.”
