The Office of the Chief Executive (OCE) is the corporate and democratic core of the Council. It works with all services and with a range of our key partners across Cambridgeshire. The services within OCE report directly to the Chief Executive, Dr Stephen Moir.
Our teams provide strategic and professional advice across a wide range of areas. These include policy, performance, insight, change, communications, governance, and people and organisational development issues. We strengthen coordination and delivery across the council. This supports the Council’s Strategic Framework vision, ambitions, and priorities, aligned to our CARE values.
There are three enabling services within the Office of the Chief Executive (OCE). These include:
Assistant Chief Executive
The Assistant Chief Executive service leads the development and delivery of the Council’s Strategic Framework and Business Plan. This work supports Elected Members, working alongside the Corporate Leadership Team. This service ensures effective policy development, performance management, insight and engagement. This is complemented by robust change delivery and programme management arrangements. The Assistant Chief Executive service also leads the Council’s Communications Strategy across all internal and external channels.
Legal and Governance
Legal and Governance leads the development and delivery of the Council’s democratic and decision-making structures, to ensure strong governance, ethics, and robust decision making.
The service is led by the Council’s statutory Monitoring Officer. It ensures probity, integrity and effective support for the Council’s 61 elected members in the discharge of their roles. The service includes Democratic and Member Services, Internal Audit and Risk Management, Information Governance, including Freedom of Information and Data Protection. The service provides Legal Services and Executive Support. This includes the Civic Office supporting the Chair of Council and the Chief Executive as Clerk to HM Lord Lieutenant for Cambridgeshire.
People and Culture
People and Culture leads the development of both the Council’s People Strategy and Equality, Diversity and Inclusion Strategy.
The service is responsible for the professional leadership and development of People Services. This includes HR advisory services, recruitment and retention, and reward and recognition. It also covers industrial and employee relations, HR policy development, organisational design, and learning and development. The service leads on the health, safety and wellbeing of our workforce and equality, diversity and inclusion. The service works to ensure that leaders and managers at all levels can recruit, retain and develop the right people. It also promotes appreciation and positive engagement. This ensures people have the right skills and values to deliver the Council’s vision, ambition and priorities.
Together, these services provide a coordinating centre for the Council. They support Elected Members and the Corporate Leadership Team. This includes the development, design, delivery, governance, and assurance of services and outcomes. The focus is on delivering for the people and communities of Cambridgeshire.
