Milton Road Resident Parking Scheme
Following the introduction of the Milton Road Resident Parking Scheme, on‑street checks have identified issues with the clarity and placement of some parking signs. In several locations, marked bays do not have the required upright signage, signs are spaced further apart than recommended in the Traffic Signs Manual (TSM), Chapter 3, or road markings do not fully align with the legal Traffic Regulation Order. As a result, it may not always be clear which parking restrictions apply.

Why this has happened?
The original design of the scheme aimed to reduce the overall number of signs, particularly along longer stretches of road with multiple marked bays. However, experience has shown that a marked bay without the required upright signage may be interpreted by drivers as unrestricted parking. Subsequent on‑street checks have confirmed that this approach has led to a lack of clarity in some areas.
What the Council is doing now?
Letters have now been sent to residents providing an update on the current status of the scheme.
The County Council has now completed the detailed ground survey, which identified where additional signage may be required and where changes to existing signage are needed to improve clarity and legal compliance. The issues identified through the survey are more complex than originally anticipated, and any solutions must be safe, consistent, legally compliant and fully enforceable.
We appreciate that this process has taken longer than expected and understand that this may be frustrating. Please be assured that the Council is carefully working through the issues identified to ensure the scheme is implemented correctly and fairly.
Residents will continue to be kept updated as the work progresses.
What this means for enforcement
While this work is being completed, the scheme cannot be fully enforced in all areas. During this period, enforcement will be limited to double yellow lines and single yellow lines during their signed hours of operation.
Parking permit refunds
As the review and signage improvement works are expected to take several months, the County Council will refund the cost of all Milton Road parking permits already purchased, including resident, temporary resident, tradesperson and visitor permits. Any new permit applications received before the work is completed will not be processed.
- Milton Road Permits (visitor, resident or tradesperson) purchased on or after 2 February 2026, have received a full refund.
- Resident Permits purchased before this date (for the previous Ascham scheme) will receive a pro-rata refund from when the scheme merged on 2 February 2026. Officers have contacted those residents directly.
What happens next
Once the scheme meets all legal requirements, residents will be invited to apply for permits again. The six‑month post‑implementation review of the scheme will begin once it is fully operational.
