To improve the safety and environment around Morley memorial Primary School we are introducing a trial school street. This is being installed with an 18-month Experimental Traffic Regulation Order (ETRO). It will create a temporary pedestrian and cyclist zone on Blinco Grove during the school drop off and pick up.

Times of operation
Morning: 8:30am – 9:00am
Afternoon: 3:00pm – 3:30pm
Signposting School Streets
Road signs will be erected at either end of the School Street with the details of the closure. This will inform road users of the restriction.
Temporary barriers will signpost and help drivers navigate the initial launch period. The barriers can be moved for exempt drivers as required and will be fully removed outside the timed closures. Volunteer marshals will be on hand to advise drivers on alternative routes.
Exemptions
The following people are eligible for an exemption and can enter and leave the new School Street:
- residents located on the restricted street
- pupils, parents and carers who are Blue Badge holders
- carers of vulnerable residents who live on the restricted street
Additionally, blanket exemptions apply for:
- emergency services
- local authority school buses
- utility providers attending emergencies
- bin lorries
- postal and courier services
Our volunteer marshals will be able to assist with entry and exit at each access point. Please speak to them to inform them of your exempt status as required.

We want to hear from Morley Memorial primary school parents, carers and local residents, about how best to make the area safer and cleaner.
An ETRO can stay in force for up to a maximum of 18 months while the effects are monitored and assessed. We welcome feedback throughout the process, however, formal objections to the order must be made in the first six months of it coming into force on Friday 29 of August 2025.
If changes to an ETRO are made, six months are allowed for objection from the date those changes came into operation. A decision on whether the changes introduced as part of the ETRO will be removed or made permanent must be made within 18 months of an order coming into force.
There is opportunity for anyone to feedback comments. The decision to make a scheme permanent will follow our formal decision-making process.
