Permanent Traffic Regulation Orders

A Traffic Regulation Order (TRO) is a legal document. Under the provisions of the Road Traffic Regulation Act 1984, local authorities can implement TROs which allows the highways authority (Cambridgeshire County Council) to: 

  • improve road safety
  • preserve or improve the character or amenity of an area
  • prevent use of a road by unsuitable vehicles
  • prevent serious damage to the highway
  • reduce and manage congestion 

Permanent Traffic Regulation Orders

Implementing a Traffic Regulation Order (TRO) requires a statutory procedure to be followed. This includes:

  • Consultation
  • Advertisement
  • Making the Order

Following the completion of the design, we must undertake consultation. This requires obtaining the views of the appropriate county councillor and district / parish councils (where appropriate), the police and the emergency services. Please see below to view the consultations we are currently undertaking. We may amend the proposal following consultation.

Once approved, the Traffic Regulation Order can be formally sealed and an operational date published. Should substantial changes to the TRO be required following consultation, this may necessitate a new advertisement process. This procedure can take some time to complete and the advertising and legal fees may be substantial.

Once made, it remains in force until superseded or revoked.

PR1156 Proposed TRO Coldham’s Lane, Cambridge

Proposed prohibition of u-turns at the Coldham’s Lane/ Springstead village junction at Cambridge, which is located 140m west of Kings’ Meadow.

The effect of this Order will be to implement a disabled persons parking bay in the vicinity of 52 Lynn Road, Ely. Closing date for comments is the 2 October 2025.

PR1154 Proposed TRO Addenbrooke’s Road, Dame Mary Archer Way and Francis Crick Avenue, Cambridge

Proposed 20mph speed limit on the circulatory carriageway of the Addenbrooke’s Road/Dame Mary Archer Way/Francis Crick Avenue roundabout and short lengths of Addenbrooke’s Road and Dame Mary Archer Way approaching that roundabout.

PR1151 Proposed TRO South Street and West Street, Comberton

Proposed removal of a length of single yellow line (no waiting 8am-6pm) in South Street and extension of double yellow lines (no waiting at any time) in West Street, Comberton.

PR1147 Proposed TRO Various Roads, Stow-cum-Quy

Proposed 20mph speed limit on most residential roads in Stow-cum-Quy, and 40mph speed limit buffers on lengths of B1102 Colliers Lane and Albert Road.

Proposed 40mph speed limit on lengths of Cherry Hinton Road, Lime Kiln Road and Worts Causeway and a prohibition of overtaking on lengths of Lime Kiln Road, Cambridge.

The effect of this Order will be to implement disabled persons parking bays in Cambridge City in the vicinity of 43 Headley Street and 48 Headley Street. Closing date for comment is the 3 September 2025.

PR1142 The City of Cambridge (Civil Enforcement Area) (Waiting Restrictions and Street Parking Places) Order 2022 (Amendment No.67) Order 202-

The effect of this Order will be to implement disabled persons parking bays in Cambridge City in the vicinity of: Ennisdale Close (at the rear of 37 Turpyn Court), 24 Rawlyn Road, 61 Brampton Road, 70 Great Eastern Street, 75 Gunhild Way, 107 Catharine Street, 191 Ross Street, Brunswick Gardens (at the rear of 8 Brunswick Walk). Disabled parking bays will be removed in the vicinity of 14 Peverel Close, 14 Romsey Road, 14 Woodhouse Way, 32 Belvoir Road, 68 Ditton Walk, 50 Stourbridge Grove. Closing date for comment is the 3 September 2025.

PR1141 Cambridgeshire County Council, (Various Roads, Bottisham), (Speed Limits) (Consolidation), Order 202-

The effect of this Order will be to implement a 20mph speed limit on those roads listed on the Order documents and plans and to implement a 40mph speed limit buffer on Tunbridge Lane from a point 284m northeast of its junction with Thomas Christian Way in an easterly direction for 400m. For administrative purposes existing speed limit Order for the Parish of Bottisham will be revoked, though their effects, as amended by the proposed, shall be consolidated into this Order.

PR1140 Proposed TRO Mill Road, Buckden

Proposed 30mph speed limit on a length of Mill Road, Buckden, to create a buffer limit between the existing 20mph and 50mph speed limits.

PR1128 Proposed TRO - The District of Huntingdonshire (Civil Enforcement Area) (Waiting Restrictions and Street Parking Places) Order 2025 (Amendment No.6) Order 202-

Proposed Prohibition of waiting at any time (double yellow lines) on Middle Street, Elton on both sides between School Lane and Overend. Comments regarding the proposal can be submitted through the online consultation portal – please use the link Public Consultation (appyway.com), which is provided by our partner AppyWay, and select the Order DoH (CEA) (WR&SPP) Order 2025 (Am 6) Middle Street.

PR1087 Proposed TRO Wilberforce Road area, Cambridge

Proposed introduction of a residential parking scheme in the Wilberforce Road area of Cambridge. Parking within these roads will become either resident permit holders’ parking; will be subject to no waiting at any time or will remain unrestricted, such as across private driveways. In addition, it is proposed to provide some pay & display parking bays in Clarkson Road and in Wilberforce Road. The residents’ permit parking and pay & display parking will operate on all days between 9am and 3.30pm.

PR1093 Cambridgeshire County Council (Various Roads, Fordham) (20 mph Speed Limit) Order 2025

The effect of this Order is to implement a 20mph speed limit on lengths of Carter Street, Mill Lane, Sharmans Road (B1102) as specified in the Order documents and over the entire length of the following roads; Feltons, Frown Close, Grove Gardens, Grove Park, Harry Palmer Close, Hillside Meadow, Stewards Fields, Walton Close and Withers Place.

The effects of this Order come into operation on the 15 August 2025.

PR1030 Expansion of the existing St Ives 20mph zone to include most residential roads south of the A1123, within the town’s borders.

Recently made speed limit Order relating to the expansion of the St Ives town centre 20mph zone to include most residential roads south of the A1123. Along with adjoining side roads, this includes: Knights Way, High Leas, Green Leas, Ramsey Rd (extended, northwards, to its junction with the A1123), North Rd, Pig Ln, Broad Leas, Globe Pl, East St, Oliver Rd, Cromwell Pl, The Quadrant, Meadow Ln, Needingworth Rd (from its junction with Meadow Ln, northwards, to its junction with the A1123), Fairfields and Warren Rd. The Order also includes the installation of 20mph speed limits on Stanpoint Way and on London Road between points 44m and 70m southwest of its junction with Bridge Street.

PR1007 Implementation of a 20mph speed limit in the village of Willingham, with 40mph buffer zones on several approach roads

Recently made speed limit Order relating to the installation of a village wide 20mph speed limit in Willingham, with the installation 40mph buffer zones on Willingham Road, West Fen Road, Sponge Drove, Meadow Road and Iram Drove. The Order was initially advertised with title “CCC (Various Roads, Willingham) (20mph & 40mph Speed Limits) Order 20$” but has been changed to account for the consolidation of other speed limit Orders in the area.

PR1004 – Installation / amendment of waiting restrictions on Riverside, Cambridge

Recently made traffic regulation Order relating to the installation and amendment of double and single yellow lines on Riverside, Cambridge – from its junction with St Bartholomew’s Court, north-eastwards to the access to Stourbridge Common. The Order amends the hours of operation of the single yellow lines from 9am-5pm Monday to Saturday to 7am-7pm Monday to Saturday. The Order will come into operation on the 15 of August 2025.
