Permanent Traffic Regulation Orders

A Traffic Regulation Order (TRO) is a legal document. Under the provisions of the Road Traffic Regulation Act 1984, local authorities can implement TROs which allows the highways authority (Cambridgeshire County Council) to: 

  • improve road safety
  • preserve or improve the character or amenity of an area
  • prevent use of a road by unsuitable vehicles
  • prevent serious damage to the highway
  • reduce and manage congestion 

Permanent Traffic Regulation Orders

Implementing a Traffic Regulation Order (TRO) requires a statutory procedure to be followed. This includes:

  • Consultation
  • Advertisement
  • Making the Order

Following the completion of the design, we must undertake consultation. This requires obtaining the views of the appropriate county councillor and district / parish councils (where appropriate), the police and the emergency services. Please see below to view the consultations we are currently undertaking. We may amend the proposal following consultation.

Once approved, the Traffic Regulation Order can be formally sealed and an operational date published. Should substantial changes to the TRO be required following consultation, this may necessitate a new advertisement process. This procedure can take some time to complete and the advertising and legal fees may be substantial.

Once made, it remains in force until superseded or revoked.

Proposed TRO (Reference Number PR1088) Toll Bar Road, Sawtry

Proposed introduction of 50mph speed limit on the full length of Toll Bar Way, Sawtry. This is related to the construction of a new service station on that road.

Comments regarding these proposals can be submitted through our Huntingdonshire traffic portal and select the Order “CCC (Toll Bar Way Sawtry) (50mph Speed Limit) Order 202-“. Proposed TRO (Reference Number PR1084) The District of Huntingdonshire (Civil Enforcement Area) (Waiting Restrictions and Street Parking Places) Order 2025

The effect of this Order is to consolidate all waiting, loading and parking places Orders in the District of Huntingdonshire, with the following additions:

  1. Implementation of a HGV parking ban on part of Latham Road, Huntingdon – both sides of the road from the lorry park exit, northwards, to the access to Eastfield House, to address obstructive HGV parking. See plan below.
  2. The removal of the parking provisions on Market Square, St Neots, implementation of 8 disabled persons parking places on the northern side of Market Square South, whilst reducing the existing Taxi rank to 16m in length, to account for the Market Square regeneration scheme.

Proposed TRO (Reference Number PR1083) Fulbourn Greenway

Proposed 20mph speed limit on lengths of Fulbourn Old Drift and Hinton Road; installation of road humps in Fulbourn Old Drift, Hinton Road, Pierce Lane, Cow Lane and Apthorpe Street and no waiting at any time (double yellow lines) on lengths of Hinton Road and Apthorpe Street.

Proposed Speed Limit Order (SLO) (Reference Number. PR1082) Cambridgeshire County Council (Various Roads, Haddenham) (Speed Limits) (Consolidation) Order 202-

The effect of this Order will be to extend the existing 30mph speed limit on Hill Row, Haddenham by 800m and introduce 40mph speed limit buffers on Aldreth Road, Haddenham and Aldreth Road/High Street, Aldreth. Further details can be found on the order documents and plan.

Proposed TRO (Reference Number PR1081) Guest Road Area, Cambridge

Amendments to the residents parking scheme and on-street restrictions in Guest Road, Mackenzie Road, Willis Road and Collier Road, Cambridge. This would result in various changes, including extending the operational period of the permit parking scheme to include Sundays; removal of the existing single yellow lines (Mon-Sat 9am-5pm); the installation of planters in Guest Road & Willis Road; new shared use parking spaces in Mackenzie Road; a new car club bay in Collier Road; new cycle racks in Willis Road; and new permit parking area signage.

Proposed TRO (Reference Number PR1078) York Street Area, Cambridge

Proposed residents permit parking scheme in various roads in the York Street area of Cambridge. On-street parking within these roads will become either resident permit holders’ parking; will be subject to no waiting at any time or will remain unrestricted, such as across private driveways. In addition, it is proposed to provide some pay & display parking bays (2 hour time limit) in Occupation Road. The residents’ permit parking and pay & display parking will operate on all days between 9am and 8pm. Proposed TRO (Reference Number PR1060) Waterbeach Station Car Park

Proposed off-street parking places order to regulate parking in Waterbeach station car park when the Council takes over its operation in April 2025.

Proposed TRO (Reference Number. PR0945): Cambridgeshire County Council (Lynn Road, Ely) (Prohibition of Waiting) Order 202-

The effect of these Orders will be to implement a prohibition of waiting at any time (double yellow lines) at various locations on Lynn Road, Ely. Its is proposed that the existing limited waiting bays on Lynn Road on its south-east side between numbers 48 and 76 Lynn Road will be revoked by this Order and replaced with a prohibition of waiting at any time.
