Transport and Works Act Orders (TWAOs)

An order made under the Transport and Works Act 1992 (TWA) is the usual way of authorising schemes mainly for new railways or tramways in England and Wales but can also include Transport Schemes such as guided busways. Applications are made by the promoters of the scheme. The Transport and Works Act order (TWAO) process enables any interested person to have their say before the relevant Secretary of State makes their decision. For transport matters, this is the Secretary of State for Transport.

The purpose of the process is to allow the Secretary of State to come to an informed view on whether it is in the public interest to make the TWAO. They consider each application carefully and without bias, and make decisions only after considering all the comments made  - sometimes through holding a public inquiry. They can make TWAO (with or without amendments), or they can reject them.

Greater Cambridge Partnership (GCP) applications

The Greater Cambridge Partnership (GCP) is the local delivery body for a City Deal with central Government, bringing powers and investment, worth up to £1 billion over 15 years, to vital improvements in infrastructure, supporting and accelerating the creation of 44,000 new jobs, 33,500 new homes and 420 additional apprenticeships in Cambridgeshire.

The GCP are developing three major transport schemes which will be submitted to the Department for Transport as TWAOs.

Cambridgeshire County Council (as promoter) will submit the TWAO applications on behalf of the GCP. A summary of each scheme is outlined below: 

Cambourne to Cambridge

This scheme is being developed by the Greater Cambridge Partnership and is proposed to provide a new bus route, with a path for non-motorised users (NMUs) alongside, and a new travel hub.

Cambridge South East Transport

This scheme is being developed by the Greater Cambridge Partnership. The project is made up of two phases:

  • Phase 1 looks at road safety, walking, cycling and bus priority along the A1307 between Haverhill and Cambridge.
  • Phase 2 is a new bus route between a new A11 travel hub and Cambridge Biomedical Campus. It will link the new Cambridge South station to Granta Park and Babraham Research Campus. A path for non-motorised users (NMUs) will run alongside the busway.
