Part G - Officers
This section of the constitution provides information related to the roles and responsibilities of the Council's staff (known as officers), and it includes the following chapters:
G1 (Role of Officers and Management Structure) - the functions of the statutory and chief officers of the Council and its management structure.
G2 (Scheme of Delegations to Officers) - delegations to officers made by Full Council or committees and their conditions and limitations.
G3 (Officers’ Code of Conduct) - how officers are required to behave and work.
G4 (Officer Employment Procedure Rules) - recruitment, disciplinary and dismissal procedures for statutory officers, executive directors and other officers.
G5 (Financial and Contract Procedure Rules) - introduction to the scheme of financial management and contract procedure rules.
G6 (Scheme of Financial Management) - regulations to ensure the proper administration of the Council’s financial affairs.
G7 (Contract Procedure Rules) - regulations to ensure procurement activities are carried out in a fair, open, transparent, proportionate and non-discriminatory manner.
G8 (Elections and Referendums Protocol) - guidance for the conduct of officers, Members and candidates, and use of Council facilities or property during election and referendum periods.
G9 (Media Protocol) - procedures adopted by the Council to ensure an informed, honest, accessible, timely, courteous and fair approach to communication.
G10 (Shareholder Rights in Pathfinder) - how the Council's rights as a Shareholder in Pathfinder Legal Services Limited are carried out.
