Delivering Transport Strategy Aims Programme

What is the Delivering Transport Strategy Aims (DTSA) programme?

The Delivering Transport Strategy Aims (DTSA) programme supports the delivery of small to medium sized schemes. DTSA funding is allocated to schemes drawn from various county-wide transport strategies, up to the value of £500,000.​ These strategies include the Local Cycling and Walking Infrastructure Plan (LCWIP) and Transport Proposals Database (TPD). 

Eligible schemes vary in size and complexity. ​Schemes are usually deliverable within two years and may include:

  • Road safety improvements
  • Pedestrianisation
  • Improvements to cycling and walking routes
  • Pedestrian crossings
  • Bridges
  • Links to schools and to employment areas

What are the aims?

The schemes are strategy driven. They offer the opportunity to deliver highway improvements that are identified during consultation with local communities.​

We aim to improve access to amenities for all. Improving infrastructure to encourage active travel helps deliver health benefits. Our schemes seek to help create a good quality of life for all.

Cllr Elisa Meschini Apthorpe Way King's Hedges Provision of new disabled bay and double yellow lining.
Cllr Rory Clark Oxford Road, Windsor Road junction Castle

Safety improvement scheme which includes proposals to narrow the carriageway, widen the footway in and around the entrance to the passageway and introduce a raised table. The passageway and junction are very busy at school / commuter times and the scheme would help ensure better connectivity for those on foot and cycle.

Public consultation on a proposed design option was carried out in September and October 2025; the results are now being analysed and will be used to decide on next steps for the project.

Cllr Alex Beckett Victoria Avenue, Maids Causeway junction Market

Resurfacing of Maids Causeway from Four Lamps roundabout to Christchurch Street Is planned for early 2026. A new parallel crossing to provide safer and easier access to Midsummer Common and across Maids Causeway towards the town centre with reduced carriageway widths, allowing shorter crossing points with wider footways is progressing development and planned to be delivered in late June 2026.

Cllr Eliott Tong Riverside to Newmarket Road Abbey

This scheme is looking to improve the popular walking and cycling route between Riverside and Newmarket Road along the side of Tesco. Proposals include a new pedestrian and cycle crossing over Cheddars Lane, a widening of the path and new, clearer layout for users at the Riverside end of the path. The proposals will align with the Greater Cambridge Partnership projects on Riverside and Newmarket Road. Design of the scheme will begin shortly and once a drawing of a proposed layout is completed, there will be consultation with local stakeholders.

Cllr Alison Whelan Merivale Way, Summer Hayes Ely A new pedestrian and cycle link (bridge) to connect Summer Hayes (off Henley Way) to Merivale Way, Ely. Route options and analysis are being undertaken which will be consulted on in due course.
Cllr Alison Whelan New Barns Avenue Ely The east side footway along High Barns, New Barns Avenue and New Barns Road is either non-existent or too narrow. There is clearly a need to provide a better walking route for those wanting to access the cemetery, Larkfield Day Centre, Ely Community Centre and St Mary’s CofE Junior School and Spring Meadow Infant and Nursery School. This scheme will look at providing new or wider footways along the east side. Design of the scheme will begin shortly and once a drawing of a proposed layout is completed, there will be consultation with local stakeholders.
Cllr Lorna Dupre A142 Mepal to Sutton Mepal and Sutton Investigate a new segregated cycle route along the A142 from Sutton to Mepal. Early design engagement underway and resident engagement to be undertaken in early 2026.

Cllr Stefan Fisher and Cllr Andy Osborn B1166 Leverington Common Crossroads Wisbech St Mary Development for proposals to reduce the speed limit with lining and signage is progressing, with a Policy and Regulations consultation to be launched in early November 2025. Delivery is expected for early 2026.  
Cllr Daniel Divine Prospect Way Chatteris Development for proposals for pedestrian improvements, linking with a shared use path/bridleway to the industrial units north of the A142 and leisure walks around the east side of Chatteris. Delivery is planned for early 2026.  
Cllr Stefan Fisher and Cllr Colin Galbraith March to Guyhirn March and Guyhirn   Improvements along National Cycling Route 63. Including a link between Whitemore Prison and Twenty Foot Road and an additional link between Twenty Foot Road and Long Drove. Following a funding bid, the outcome is awaited and if successful a stakeholder engagement process will be undertaken and schedule formed for delivery.
Cllr Chris Boden Gracious Street and Orchard Street Whittlesey Upgrade the current Puffin (pedestrian) crossing on Orchard Street at the junction with Gracious Street to a Toucan (pedestrian and cyclist) crossing and improve the approaches to the crossing for users. Design of the scheme will begin shortly and once a drawing of a proposed layout is completed, there will be consultation with local stakeholders.
Cllr Samantha Hoy  Wisbech to Elm Wisbech and Elm This scheme includes safety improvements to existing pedestrian and cycle crossings at Elm Low Road/A47 and Elm Road/Weasenham Lane. New crossings on Weasenham Lane near the Thomas Clarkson Academy access and on Elm Road near Ladybirds Day Nursery (connecting to the Churchill Road crossing near the Fire Station). A Give Way feature is also being looked at on West Street near Chapel Street which would allow for wider footways and improve pedestrian access to Elm Road Primary School. Early designs are being drawn up and once they are finished, consultation with local stakeholders will be carried out.

Cllr Alex Bulat A1123 Needingworth Road Toucan Crossing St Ives Phase one of this scheme included improvement works to the shared-use path to Needingworth, which were completed in October 2025. Phase two includes a new toucan crossing of the A1123, enabling walkers, wheelers and cyclists to safely access facilities on Stocks Bridge Way. The design for these works has been completed and we intend to undertake delivery in January 2026.
Cllr Tom Sanderson Ambury Road to St Peters Rd Huntingdon This is a footway improvement scheme that will improve the capacity and safety of the footpath from Ambury Road to St Peters Road past One Leisure and St Peters School. We are preparing a design at present and will discuss this with stakeholders once complete.

Cllr Ros Hathorn Impington New Road Impington Junction improvements and widening of east side footway on New Road (between B1049 and IVC) to create new shared use path. Priority crossings at side roads and a carriageway narrowing to slow speeds and allow for a wider path. Public consultation on a proposed design option will begin in mid-November 2025.
Cllr Matthew Morgan Wilbrahams to Fulbourn Great Wilbraham and Fulbourn Active travel improvements between Little Wilbraham, Great Wilbraham and Fulbourn. A resident engagement process is being prepared to understand views on concepts to improve active travel.
Cllr Christopher Morris Toft to Comberton Toft and Comberton Provision of a new shared use path between Toft to Comberton. This will encourage active travel within the area, especially to the Village College. Detailed design and resident engagement to be commenced shortly.
Cllr Yasmin Deter High Street Cottenham This is a pedestrian improvement scheme aiming to provide safe walking and wheeling routes through the village. Proposed features are continuous side road crossings and a new pedestrian crossing of High Street near to the Spar supermarket. Following feasibility work in early 2025, we are commencing the next stage of our design in November 2025 and will consult with residents and stakeholders on completion.

Road Safety Education for Schools

Making sure children and young adults learn all about road safety is key to preventing accidents later on in their life. Whatever their age, road safety is one of the most important lessons a child or young adult can learn.

We have a wide range of road safety education resources and schemes available that are specially designed for different school age groups.
