Who is this page for?
The information is for people who live in Cambridgeshire that have been unsuccessful in their Blue Badge application and want to appeal the decision.
The Blue Badge appeal process outlined in these webpages is for Cambridgeshire residents only. If you are unsure if the applicant lives in the county please visit Find your local council - GOV.UK and enter postcode.
Do I need to complete an Independent Mobility Assessment (IMA)?
As part of your appeal Cambridgeshire County Council (CCC) may require you to attend an Independent Mobility Assessment (IMA).
The assessment will be carried out by an independent healthcare professional at an assessment centre. The assessment will focus on walking distances, your mobility impairment and other criteria defined by legislation.
A recommendation is made by the assessor as to whether your condition appears to meet the eligibility criteria for a Blue Badge. Visit our Blue Badge independent mobility assessments webpage for further details and how to book.
I completed an IMA on my first application
If you have already attended a mobility assessment as part of your application before you started your appeal, an independent member of staff will review the original recommendation. You do not need to book a new IMA
Do I need to supply a hidden disabilities professional form?
As part of a ‘non-visible’ disability appeal Cambridgeshire County Council may require you to ask a professional regularly involved in your care to fill out a Blue Badge Non-Visible (Hidden) Disabilities Supporting Evidence Form (BBNV2) form (opens as PDF)
Please ensure that all supporting evidence provided includes clear headings which indicate the official source of the documentation. Any evidence that does not clearly display this information may be rejected by an assessor due to the inability to verify its authenticity.
I completed a hidden disabilities professional form on my first application
If you have already supplied us with a Blue Badge Non-Visible (Hidden) Disabilities Supporting Evidence Form (BBNV2) as part of your application prior to your appeal, an independent member of staff will review the original information provided.
What happens if I do not meet the required criteria?
Where a recommendation is that your condition does not appear to meet the required criteria, an independent member of staff will further review your case.
The review will be based on the eligibility criteria outlined by the Department for Transport (DfT), the information on your initial form, the assessment, and any evidence you have supplied to support your appeal. It is important that details and information about your mobility are clear and informative.
The staff member will not have been directly involved in the original decision. They will clearly document their decision on behalf of Cambridgeshire County Council, including their reasoning.
How long will a decision take to make?
We will normally inform you of the decision within one month of receiving your appeal. This may be longer if the council needs further evidence of your condition.
We will send you a communication regarding the outcome of your assessment and appeal. This will be by email, if address provided, otherwise by post.
If you require full reasons for the decision, please contact the Blue Badge team using the address details or email address stated in the communication.
What happens if my appeal is unsuccessful?
If your appeal is unsuccessful, you may apply again within a six-month period. Re-application is an option if your personal disability circumstances change, or you become eligible under the automatic criteria for the scheme.
