Cambridge Resident Parking Schemes - general terms and conditions

Charges covering the administration, issuing, development and enforcement of permits are reviewed on a regular basis.

Obtaining any permit through false or inaccurate information or using a permit in a way not prescribed within the Terms and Conditions relating to the permits type, may result in the immediate cancellation of the permit. The Council will keep any money paid and will not normally give refunds.

Dishonoured payments may result in the immediate cancellation of the permit.

In making an application for any of the permits offered by the Council, the applicant authorises the Council to make any further checks as it sees fit to validate the data provided. The Council may ask applicants to supply documentary proof of residency, business use, ownership of vehicles or emissions details via V5C document.

The Council reserves the right to refuse an application or renewal of any permit described in these terms and conditions, if there has previously been a fraudulent application made or repeated misuse of a permit by the applicant.

The Council reserves the right to update and vary the terms and conditions from time to time or as required due to legislative changes and amendments of any Traffic Regulation Orders.

All permits issued by the Council whether issued as a physical permit or permission granted by means of a virtual permit, are done so at the discretion of and remain the property of the Council at all times. The Council may cancel or withdraw by notice at any time.

You should return a paper permit promptly to the Council when no longer required or after the Council has issued a written withdrawal notice.

All permits are non-transferrable. It is your responsibility to inform the Council of any changes of address, or changes to car registration details as soon as possible so that the Council can update or cancel the permit.

It remains your responsibility to park your vehicle legally and safely at all times.

If you are parked in a marked permit holder’s only bay, your vehicle must fit wholly within the bay. Vehicles not parked wholly within the markings of a bay could receive a Penalty Charge Notice. Where bays are not marked, your vehicle must not obstruct access. If access is seen to be obstructed a Penalty Charge Notice may be issued.

You must move the vehicle on the instructions of a police officer.

You must display parking permits in the front windscreen of the vehicle so that a Civil Enforcement Officer can clearly see and read all the permit details. Failure to clearly display a valid permit may result in the serving of a Penalty Charge Notice.

You can only use permits in the scheme for which they are issued. Each permit is clearly marked with permit type and scheme identifiers.

Permits issued for a specific vehicle can only be used in that vehicle. The vehicle registration number(s) will be clearly marked on each permit.

Your scheme may include shared/joint use bays, “Pay and Display” and “Residents” bays. If you are a resident, you may park in these bays for as long as you want when displaying a valid permit. In shared/joint use bays, the waiting limit does not apply to permit holders.

A permit will not exempt you from other waiting restriction in your area such as Limited Waiting bays, standalone pay and display bays and bays reserved for specific users.

If we need to suspend a bay for any reason, then you may not park in it whilst it is suspended. Signs confirming the suspension details are usually installed seven days prior the suspension start date and remain in situ for the suspension period. You will need to make alternative parking arrangements. Using a permit in a scheme for which you are not entitled could result in the issue of a Penalty Charge Notice.

You should only park caravans and trailers within a resident bay or permit holders parking area for the purposes of loading or unloading. You should attach the caravan or trailer to the vehicle displaying a valid permit. Abuse of this may lead to the withdrawal of a permit.

Your vehicle must not exceed five metres in length and carry no more than eight people including the driver.

Where a resident is a disabled person who holds a Blue Badge, the Blue Badge will act as a permit for as long as the Blue Badge is valid. You must display the Blue Badge in a vehicle parked in a Resident scheme

The issue of a permit does not reserve or guarantee the availability of a parking space.

Resident Permits

Your sole or main residence should be the one from which you are applying. It must be within that defined Resident Parking Scheme’s area. You must be able to prove residency.

You must be the policyholder or main insured driver in the vehicle insurance certificate and covering letter. If it is a company car with fleet insurance, then we will accept a letter from the company on headed paper stating that you are the main user of the vehicle.

All vehicles must have the following to use a resident permit:

  • Valid MOT
  • Valid insurance certificate in the policyholder or main insured driver’s name
  • Valid Road Fund licence

Not all addresses within a scheme are eligible for permits. Residents of new developments, or properties redeveloped or converted since the introduction date of the parking scheme for their area, are generally not eligible for resident permits. However, these properties may meet eligibility criteria for visitor permits. In these circumstances, please contact the Parking Permits Team for more information.

If you live in a “house of multiple occupancy” (shared house) we will treat this as one address for applications. If you live in a flat/annex, then we will treat each flat within a house, annex or building as a separate address. If you are not sure which applies, please seek assistance from the Parking Permits Team. Generally, a “house of multiple occupancy” is registered as one address for council tax purposes and flats within a building are registered as separate addresses and have separate entrances.

We will only issue your permit for the Resident Parking Scheme you live in.

If you need a courtesy car or hire vehicle because your own is off the road temporarily, please contact the Parking Permits Team on 01223 727 900 to obtain a temporary permit.

The number of Resident Permits available to a household depends on the scheme. Most households are eligible for up to three residents’ parking permits per annum. Although in some schemes this is reduced to two.

We only consider refunds for each full quarter remaining on the permit. If requesting a refund, we require you to return the permit or send us a photo of the permit cut in half. No cash refunds.

A Resident Permit becomes invalid and must be returned if:

  • You move from the area
  • You sell the vehicle for which we issued the permit
  • Your property has been redeveloped since the introduction of the Resident Parking Scheme and is no longer eligible for a resident permit

Visitor Permits

Residents with their main home within a defined Resident Parking Schemes can apply for Visitor Permits. You do not have to hold a valid Resident Permit or even own a car. You must be able to prove residency.

Not all addresses within a scheme are eligible for Visitor Permits. There are a few occasions where the planning prohibits the issuing of these permits.

We designed Visitor Permits for the use of visitors only. You must not sell these permits or allow paying guests to use them or pass on to commuters etc. Such abuse may lead to withdrawal of the facility.

The number of Visitor Permits available per applicant is 20. Each permit allows up to five visits, each visit for up to one day in duration) per applicant per annum. The operational hours vary between schemes.

You must write the registration number of the vehicle and date legibly in the relevant space on the permit. Complete in non-erasable ink and for each day the vehicle occupies a defined resident only parking area. We do not permit alterations or corrections. Failure to do so may result in the issue of a Penalty Charge Notice.

We do not exchange or refund unused / expired or partially used permits.

Visitor Permits become invalid and you must return to us if you move from the area.

Free Medical Visitor Permit

Residents whose sole or main residence falls with a defined Resident Parking Scheme area and are receiving care in their own home can apply for this type of permit. Anyone who provides this care can use these permits, including friends and family as well as medical staff.

You must be able to prove residency.

Residents do not need to hold a valid Resident Permit or own a vehicle to apply for this type of permit.

To obtain free medical visitor permits, the applicant must provide information from their GP or consultant stating that home care is required. The information should state whether this need is likely to be on a permanent or a temporary basis. If temporary, it must state a timescale for review.

You must write the registration number of the vehicle and date legibly in the relevant space on the permit. Complete in non-erasable ink and for each day the vehicle occupies a defined resident only parking area. We do not permit alterations or corrections. Failure to do so may result in the issue of a Penalty Charge Notice.

Abuse of Free Medical Visitor Permits such as allowing their use to people not providing a care service could result in the withdrawal of permits.

Free Medical Visitor Permit(s) become invalid and you must return to us if you move from the area.

Free Blue Badge Holders Visitor Permit

Residents whose sole or main residence falls with a defined Resident Parking Scheme area and hold a valid Blue Badge can apply for this type of permit. Anyone who visits you can use these permits.

You must be able to prove residency.

Residents do not need to hold a valid Resident Permit or own a vehicle to apply for this type of permit.

We will check the validity of the application with the Council’s Blue Badge Team.

A permit becomes invalid and you must return if you move from the area.

We designed Free Blue Badge Holder Visitor Parking Permits for use of visitors only. You must not sell this permit on, allow paying guests to use them, or pass on to commuters etc. Such abuse may lead to the withdrawal of the facility.

Tradesperson Permits

The availability of Tradesperson Permits is subject to agreement in advance with the Council.

To apply for a Tradesperson Permit, the applicant must demonstrate there is a clear operational need to park a vehicle in the scheme area. You must support the application with evidence of the works.

Permits are limited to two per address at any one time. Only one registration number is permitted for each permit. 

As this is a virtual permit, you do not need to display a permit in the windscreen of the vehicle.

We do not refund or transfer any virtual permits where the work is completed prior to the expiry date of the permit. 

Business Permits

The availability of Business Permits for businesses within a defined Resident Parking Scheme, is subject to agreement in advance with the Council and in line with its current policies. We only consider businesses with no off-street parking.

Due to on-street parking demand, business permits are not available in all schemes.

We designed Business Permits for only those vehicles essential to the running of the business and not for visitors or staff parking. We may withdraw the permits if abused.

Scheme specific Staff Permits may be available. Please contact the Parking Permits Team via parking.permits@cambridgeshire.gov.uk to find out if your business is eligible for these types of permit.

You must return a paper permit to the Council if the business stops trading from the application address or the vehicle is no longer owned by the business.

Data Protection

Cambridgeshire County Council collects and uses personal data for the purposes of parking management as part of our public task under Traffic Management 2004. This can include receiving information from, and sharing information with, highways and councillors where required.

If you are applying for a permit and the address you have supplied is a property that is registered with us as being owned by either Anglia Ruskin University or the University of Cambridge, we will share your information with them in order to assist them in the enforcement of their regulations.

This authority is under a duty to protect the public funds it administers, and to this end may use the information you have provided this authority for the prevention and detection of fraud. It may also share this information with other bodies administering public funds solely for these purposes.
